Supplement Security Income and living arrangements for Section 8

Me and my mother got apartment in Section 8 premises for low income families.
My mother is senior and her only income is SSI payments and I am adult with
income coming from work. Amount of rent we pay based on 30% of our combined income. So, if my income goes up amount of rent we pay goes up and if my income goes down amount of rent we pay goes down.
My question: Is "pro rata" provision used by SSA for calculating of amount of SSI payments one of member of household applicable in our situation and if so where on SSA website I can read about that ? All examples I saw there are related to situation when amount of rent is fixed and doesn't depend on earning of household members.
We decided to contribute 30% of each of us income's toward total rent and result of this was decreasing of mother SSI payments.
