Sick Leave used to continue to pay health insurance premiums

Hi,

I work for the state of WI and I was granted disability retirement. My former employer (state of WI) allows retired disabled individuals to convert their unused sick leave balance to credits to continue health insurance coverage in the state group health insurance plan. My question is: Does the sick leave then count as earned income? I ask because the amount of the health insurance premium is over 2000 per month. I have enough leave to cover insurance for almost three years. But my SSDI payment is greater than the health insurance payment. So I don't want to mess that up. Hope what I said makes sense. Thanks!
